4 I have had this problem on occasion. I means that there is something binding the drive belt. The drive belt is loose and does not move when the brake is engaged. When it is released the belt starts to move between the engine and the trans-axle. I have found the belt pinched or jammed in the housing between the bottom frame and the top frame. This is on the "automatic transmission" version. The other cause for this problem is a gummed up carburetor. So when the first load is applied to the engine by the belt going from full stop to full speed the governor applies full throttle to the carb and the engine does not respond, instead the engine chokes out. I have in the past cleaned out the carb (full rebuild actually) and went for another 2 years till it started doing it again. Now I am just pushing the throttle lever to the choke position till engine runs the back to run. I cycle between the run and choke position till the engine warms up and runs smooth. Jim
