Question About Carrier Heat Pump 38QF
The inside blower starts but the outdoor blower and...

The inside blower starts, but the outdoor blower and compressor don't start. The only thing that looks odd to me on the input signals is that the Y (compressor) input is at 8 Volts AC instead of the expected 24 Volts AC. I need circuit diagrams and descriptions to troubleshoot it.
