Powertap wattage jumping...

my 2 powertaps are reading inconsistant power,they jump from 150 to 70 then back up then after an hour it just doesnt read anything in the power department,i have replaced all batteries hub and head tried different heads even a garmin 705 but it doesnt fix it.
