I want to check the batteries but I cannot remove… the seat.I have lifted the seat roration lever but the seat will not move up. Also what is the tyre pressures please?

Have a LYNX-3 that will not operate.Has good… batterie . all the cabling seems intact Have a voltage out at the throttle of 2.5 volts stopped about .5 and 4.5 in full forward and reverse down to the speed
