Control panel has 5n1 and will not do anything else.

3 The display keeps flashing the word "COOL" and the temperate and will not heat up. The temperature is at 51 degrees. It orginally said COOL and FLO but I filled the hottub up further and now it only says COOL and the temperature but still will not warm up.
