Question About DigiPower Battery Charger TC-U450

My charger has recently stopped working. It starts the loading bar on the top and completes all four lines then goes back to the first line and stays there. I am using it to charge a batter for my samsung galaxy s2 and it has worked for the past two weeks just fine. Now it only charges the battery about 2%. And won't boot my phone.
