my converter box will not come on; the red light i...

my converter box will not come on; the red light is on so it is getting electricity. When I try to turn it on and have the green light stay on, it lights up for 3 seconds and then clicks off. I have switched plugs and unplugged it for 10 mins to try to reset but the same thing happens.
