The pressure foot on my morse 4400 is not pulling/...

The pressure foot on my morse 4400 is not pulling/advancing the fabric--the fabric just stays in the same place under the pressure foot while the needle goes up and down; it will, however, reverse the fabric with no problem. This machine is new to me and I don't have a manual. Is there perhaps a setting I need to change?
