I changed the spark plug and the oil and my snow blower still wont start, either manually or by electric start. Tecumseh engine. Any suggestions?

5 If the motor will not turn over, unplug the spark plug. Then turn the blade by hand. If it is really stuck. Push back and forth, put plug back on spark plug and give it a crank. It may blow out blue smoke, that is from engine being locked up and a little oil. It will clear up in a couple of mins.
