how can i register my phone...

my phone keeps saying registration failed. what do i do? it tells me to put it on the base to register, then it says failed.

0 it says to put my telephone back on the handset to register. i put it on and after a short while, it says registration failed. then tells me to put it back on the handset. what is wrong? what can I do to fix this problem?
