the furnace blower fan does not turn on the middle green light blinks three times what does that mean?

5 The blinking light means that there is an error, the blower must turn on and run for a few seconds, which activates a pressure switch then the igniter will kick in and the gas valve will open. Usually if the blower is not running there is a start capacitor that has gone bad. You can trace the wires back to the component and replace it. Most have a value of 5uf and 370volts
