my scag will not start, even with new battery. th...

my scag will not start, even with new battery. the two fuses along the wiresw coming from the seat safety switch are OK. when turning the iginition key ON, I can pull the BLADE ENGAGE button and hear a distinct click. so, I know the battery is sending juice somewhere. what to do next?
