my tv seems to have frozen maybe during an upgrade...

my tv seems to have frozen maybe during an upgrade. blue light is flashing rapidly but the remote or the side panel buttons wont operate. i have swithed tv off at the mains and changed the remote batteries but still no joy. can you help please.
